Following the 2010 general election the Conservatives, Liberal Democrats and Labour reaffirmed their commitment to the development of a new North-South high speed rail link.

At an estimated cost of £30 billion, there has already been significant debate about the merits of the proposal. Proponents argue that the link offers an environmentally sustainable alternative to extensive domestic air travel, will reduce rail congestion levels and will dramatically improve journey times.  In contrast, opponents of the scheme argue it is based on over-optimistic demand forecasts, offers no net environmental benefits and that there are other, cheaper and quicker means of improving the existing rail network.

The panel will explore arguments put forward by both sides.
