Education systems that offer real choice to parents can and do deliver more good schools and more good school places. But they must be rooted in admissions policies that allow parents to choose schools, rather than schools to choose pupils.  By sidestepping the thorny issue of selection, the government has actually come up with a producer-led reform that will do little to help the most disadvantaged children in our schools system.

The report calls for a four pronged approach to school reform:
